On September 10, Sea Breeze and China Construction Infrastructure Co., Ltd. (CSCEC Infrastructure) signed a cooperation agreement on the Fire Island project — a new artificial island in the Caspian Sea that is part of the resort city's master plan.

The document was signed by CSCEC Infrastructure deputy CEO Cai Jianzhou and Sea Breeze founder and owner Emin Agalarov. The parties agreed to combine expertise in development and operation, engineering, investment and financing.

The announcement gives the area of Fire Island as approximately 268 hectares. It is stated that residential and resort infrastructure will be built on the island following the principles of sustainable development.

It also says that a track for the Azerbaijan Grand Prix of Formula 1 is planned on the island. This is an announcement: there are no construction timelines or project stages in the release.

The project is at the agreement stage; timelines and stages have not been announced.
